Vítor Tedim Cruz was born in Porto, Portugal in 1974. Titul MUDr. získal z ICBAS-HGSA, Oportské univerzity (1992–1998), následovala další studia v neurologii (2001–2005), pokračoval v postgraduálním vzdělávání v oboru management zdravotních systémů na Vysoké škole ekonomické v Oportu (2009–2010) a zakončil titulem Ph.D. v oboru zdravotnické vědy a technologie na Aveirské univerzitě v roce 2014. In 2015 he integrated the Epidemiological Research Unit at the Public Health Institute of the University of Oporto.
Ve svém výzkumu se zajímá především o neurorehabilitaci, kognitivní a behaviorální neurologii a cerebrovaskulární onemocnění. He is the principal investigator and co-investigator of public funded scientific projects and co-author of international peer-reviewed articles indexed in Pubmed, 15 books and book chapters. Přednášel neurovědu jako hostující asistent na katedře zdravotnických věd na Aveirské univerzitě (2006-2014). As a Senior Neurologist (2006-2016) he worked at the Neurology Department, Centro Hospitalar Entre Douro e Vouga, Santa Maria da Feira, Portugal, where he ran a memory clinic and acute stroke care organisation. In 2011 he co-founded Neuroinova, a company dedicated to research and development of technologies in the field of cognitive rehabilitation and commercialisation of COGWEB®, Brain on Track® and CACAO® systems. He is a member of the board of the Portuguese Stroke Organisation (since 2011) and of the board of Neurologists of the Portuguese Medical Council (2012-2021). Since 2016 he is head of the Neurology Department and Stroke Unit at Unidade Local de Saúde de Matosinhos, Portugal.
